Collection & Distribution System Operator
Pay Grade Range: 4- 8; Salary Range: $23.25 – $46.94 Hourly
Position Type: Full-Time / Non- Exempt
Schedule: M-F 7am- 3:30pm
Summary Statement: This position performs preventative/ corrective maintenance on District lift stations equipment with an emphasis on mechanical duties. The District is a 24 hour a day, 365 days a year operation and personnel I this classification will be subject to working overtime and on call including nights, holidays, and weekends.
Key Responsibilities: The Collections Operator:
- Performs and assists a full range of general maintenance and cleaning duties related to the District’s wastewater collection system; cleans sewer mains and laterals, operates a high pressure rodder, manual power rodder, vacuums debris from lift stations and related structures.
- Monitors control panels, adjust valves and gates to regulate flow of waste to main plant.
- Performs work in confined spaces; takes appropriate precautions prior to entering confined spaces with use of air quality monitors and ventilators.
- Maintains accurate logs of repairs/ maintenance done.
- Performs preventative and corrective maintenance on District lift station equipment.
- Logs and/ or interprets meter and gauge readings to determine pump performance and condition.
- May collect samples of flow, log flows, and inspect stations involved in pumping wastewater.
- Clean and maintain equipment in the wastewater pumping system.
- Provides courteous customer service; responds to questions and inquiries from general public.
- Inspects and maintains assigned equipment and vehicles; performs safety checks and check fluid levels of vehicles and equipment
- Assists other District personnel on related projects.
- Serves in emergency standby capacity and/ or On Call; available for on call after hours including holidays and weekends.
- Performs other related duties as required and assigned.
Education and Experience:
- High School Diploma or equivalent
- One year of on-the-job wastewater collection experience as a trainee or greater.
- Able to obtain or have FW&PCOA Class “C” or higher Certification in Collections and Distribution or ability to obtain within time-period outlined in offer letter.
Plant Maintenance Foreman
Pay Grade: 12; Salary Range: $37.04 – $59.26 an hour

Summary Statement:. The Maintenance Foreman is responsible for the day-to-day supervision and execution of planned maintenance (PMs) and corrective repairs for all equipment, structures, and the grounds at the District’s domestic wastewater treatment plant (WWTP). It requires a high degree of technical competence in the maintenance and repair of complex equipment and processes and requires significant managerial experience. The position leads a diverse team including plant mechanics and electricians, and ensures the efficient, safe, and compliant execution of maintenance activities. The Maintenance Foreman is part of the Operations Team and reports directly to the Plant Manager. The District is a 24-hour per day, 365-day/year operation and a person in this position will be required to periodically work overtime, including nights, holidays, weekends and in response to emergencies.
Key Responsibilities:
Perform duties as assigned including but not limited to:
- Responsible for planning, prioritizing and executing the day-to-day maintenance activities of the treatment plant and associated equipment to achieve the highest degree of treatment efficiency possible within the budgetary confines allocate Supervision is largely administrative with hands on training of subordinates.
- Plan and schedule preventative and corrective maintenance tasks using the District’s CMMS software (InforEAM). Position will be required to ensure that all maintenance related work orders are properly created, assigned, tracked, and closed out within the CMMS in a timely manner.
- Troubleshoot and diagnose complex mechanical, electrical, and instrumentation issues. Where appropriate, troubleshooting shall include completion of a root cause analysis (RCA) for equipment failures or operational disruptions.
- Perform quality control checks on completed maintenance work to ensure appropriate operational and functional standards are met.
- Oversee the repair and maintenance of process equipment including pumps, valves, blowers, motors, HVAC systems, electrical panels, PLCs, SCADA-related components, and other WWTP infrastructure.
- Use PowerBI and other electronic software and analytical tools to track and report on key performance indicators (KPIs) for maintenance productivity, efficiency, and backlog reduction.
- Responsible for setting and maintaining inventory levels for critical spare parts, supplies and equipment to ensure timely procurement to support operational readiness and efficient systems maintenance.
- Coordinate emergency maintenance work and participate in after-hours response as required.
- Ensure compliance with District safety protocols, environmental regulations, and standard operating procedures (SOPs).
- Responsible for creating, reviewing and updating standard operating procedures to document relevant responsibilities and work tasks of the Maintenance Team.
- Participate in the hiring, firing and promotion process for all subordinate staff.
- Manage team performance, including conducting semi-annual and/or annual performance evaluations. The evaluations will include providing subordinate staff with critical and constructive feedback as well as setting appropriate goals and providing the Plant Manager with recommended pay rate increases.
- Responsible for establishing and coordinating on-the-job training and mentorship to junior staff.
- Collaborate with other District departments as required to provide project specific support and services, when appropriate.
- Ensures the treatment facility and associated equipment operates within the parameters of the Florida Department of Environmental (FDEP) WWTP Operating Permit

- Required to perform as an Essential staff member prior to, during and after a declared emergency
Education and Experience:
Graduation from high school or an equivalent.
- Minimum 5-years of progressive management experience (utility maintenance preferred).
- Minimum 10-years of hands-on plant (utility preferred) maintenance experience.
- Strong mechanical aptitude including familiarity with the operation and maintenance of the types of equipment and systems in use at WWTP sites (e.g. pumps, blowers, motors, valves, clarifiers, etc.).
- Strong electrical aptitude including familiarity working with 480-volt electrical distribution systems which include switchgear, MCC, automatic transfer switches and diesel driven emergency generator systems.
- Demonstratable experience with the execution of critical safety programs including, but not limited to, the preparation of job hazard analysis (JHA), lock-out/tag out (LO/TO) procedures as well as confined space and hot work permit processes.
- Must be legally eligible to work in the U.S. without sponsorship.
- Possess a valid and clear Florida Driver’s License and acquire a valid Florida Class “B” CDL Driver’s license within the first year of hire.
Plant Field Electrician
Pay Grade: 9; Salary Range: $31.11 – $49.75 per hour

Summary Statement: The employee in a position allocated to this class is responsible for electrical equipment operation and maintenance of the wastewater treatment plant and field support assigned to it. Work is performed under the general supervision of the Wastewater Treatment Plant Foreman. This is a working technical position and part of the Operations Division. It encompasses technical, supervisory, and hands-on work to install, maintain, repair, calibrate electrical equipment, electronic instrumentation and assist in the operation of the treatment facility and maintenance of treatment plant and associated field mechanical equipment. The District wastewater facilities are a 24- hour per day, year round operation and a person in this category may be subject to working shift work on a regular basis including holidays and weekends.
Key Responsibilities:
- Recommends for selection, installs, calibrates, and monitors sensing, telemeters, recording and other instrumentation and circuitry components.
- Sketches and builds or modifies jigs, fixtures, instruments and related apparatus.
- Performs preventative and corrective maintenance and repair of field support systems electric components and controls.
- Performs preventive and maintenance of electronic instrumentation and control circuits.
Education and Experience:
- High school diploma or Equivalent
- Master or Journeyman Electrician License or County certificate of competency preferred, OR

Collection & Distribution Reliability Engineer & SCADA Technician

Summary Statement: This position is responsible for the overall execution and coordination of the District’s Computerized Maintenance Management System (CMMS) for the overall reliability of in-use or assigned equipment to the Collections & Distribution Department. As part of these responsibilities this position will be responsible for ensuring all planned maintenance (PM) activities are completed in allotted time frames as well ensuring employees are utilizing the various tools to ensure smooth data collection and interpretation through analytics thus improving the overall reliability of the systems. In addition, this position will be responsible for the overall SCADA (Supervisory Control and Data Acquisition) interface system used for remote data collection from the field for interaction with operators. The District is a 24 hour a day, 365 days a year operation and personnel in this classification will be subject to working overtime and on call including nights, holidays, weekends, and emergency situations.
Responsibilities
Perform duties as assigned including but not limited to:
- Responsible for department critical spare parts review as well as working with Superintendent and Warehouse on critical spares inventory stocking, reordering, removal of obsolete spares, and repairs of spare equipment when necessary. This includes obtaining quotes and providing necessary purchase requisitions when applicable.
- Monitoring and overall system execution of lift station and low-pressure pump workflow including replacement, disposal, repair, and restocking in warehouse. Deficiencies to include recommendations to Superintendent on routine basis.
- Responsible for monitoring the development, planning, and execution along with suggested revisions to the District’s Preventative Maintenance (PM) programs for the department.
- Role of Collections “planner” of Corrective (CM) and Breakdown (BM) work orders, which includes researching most efficient manner to correct issues utilizing LRD mission statement and procedures with assistance from Root Cause Analysis techniques
- Develops all System Shutdown and Bypass Plans in collaboration with Superintendent in a timely and efficient manner using standard procedure and exhibits after they have been assigned via Superintendent or Engineering Department through EAM Work Flow
- Review of all department Work Orders including proper use of Standard Work Orders, equipment, task plans activities, checklist completion, problem codes, closing codes, booked labor, and attached documents
- Provides monthly feedback of departmental deficiencies but not limited to items such as PM % Compliance, critical spares, and CMMS utilization though tools such as Microsoft PowerBI on a routine basis and for department monthly reporting
- Works Closely with Supt on development of SCADA interface including providing recommendations to department for review and implementation
- Works closely with Field Techs during SCADA interface including providing recommendations to department for review and implementation.
- Ability to perform as Essential Personnel before and following a declared emergency.
- Ability to fill in for Collections & Distribution Superintendent or Foreman in limited capacity.
- On occasion works overtime, On Call Schedules, night jobs, and hurricane preparation/ recovery efforts as directed by supervision..
Education and Experience
- High school diploma or equivalent
- Possess FW&PCOA Level III (Class “C”) Certification in Wastewater Collections and a Wastewater Distribution Level III (Class “C”) or have the ability to obtain both Waster Collections and Distribution certifications within time period outlined in offer letter or promotion
- Advanced Maintenance of Traffic (MOT) training and certification required or have the ability to obtain within time period outlined in offer letter or promotion
- Advanced engineering or maintenance reliability degree, preferred
- Obtained or ability to obtain advanced industrial maintenance reliability training and certifications
- Strong mechanical aptitude with a minimum of three (3) years of maintenance reliability preferred.
- Strong technical aptitude working with electronic database platforms including CMMS and PowerBi
