Governing Board

Representing the voice of a community dedicated to preserving the Loxahatchee River, the Loxahatchee River District is guided by a publicly-elected, five-member Governing Board. Elected in staggered terms of four years, they bring to the District their expertise in environmental issues, engineering and planning. Board member must be a resident of the Governing Board area in which he or she is elected. View a map of the five Governing Board areas.

Dr. Matt H. Rostock, Chairman

Dr. Rostock is a champion of environmental education and stewardship. He represents Area #3, which includes the Village of Tequesta, Jupiter Inlet Colony, Martin County east of the FEC Railroad, and parts of unincorporated Palm Beach County near Loxahatchee River Road.

Stephen B. Rockoff, Vice Chairman

Term: 2021-2025

Mr. Rockoff is a Realtor at The Corcoran Group.   In addition to his service on the Loxahatchee River Environmental Control District Board, he serves as a Commissioner on the Governing Board of the Palm Beach County Sports Commission, where he Chairs the Sports Hall of Fame Committee.  He is also Chairman Emeritus of the Children’s Golf Foundation  d/b/a the First Tee Gold Coast (Palm Beaches, Broward & Treasure Coast) and is a past President of the Board of Governors at The Club at Admiral’s Cove in Jupiter.  Mr. Rockoff represents Area #5, which includes the area east of Alternate A1A from Jupiter Inlet south to the Town of Juno Beach.

Gordon M. Boggie, Treasurer

boggie-smTerm: 2021-2025

Mr. Boggie has more than 40 years of experience in engineering, program management and executive level responsibilities primarily in the aerospace and alternative energy fields.  Well versed in implementing lean principles and continuous improvement philosophy, Gordon enjoys furthering these efforts at the District.  In addition to his service on the Loxahatchee River District Board, he serves on the Board of the Busch Wildlife Sanctuary. Mr. Boggie represents Area #1, which includes central Jupiter.

Kevin L. Baker, Assistant Secretary/Treasurer

Term: 2023-2027

Mr. Baker represents Area #4 which comprises Martin County west of the FEC Railroad and Palm Beach County west of 1-95 including Palm Beach Country Estates and eastern Jupiter Farms. With a MBA in Finance from Nova Southeastern University, Kevin Baker is a financial analyst rating stocks and funds for TheStreet.com. As a photographer, his art features birds in flight and his photo journalism includes joining the White House Press Pool. He is a past President of Palm Beach Country Estates Landowners Assn. He is currently a board member of two charities, the League of Women Voters Education Fund as well as being a founder of Flamingocon, Inc., a Palm Beach County board game convention.

Clinton  R. Yerkes, Secretary

Mr. Yerkes retired from the staff of the Loxahatchee River Environmental Control District in 2019, after 38 years of service to the community. Mr. Yerkes’ positions included Project Manager, Director of Engineering, Director Planning & Development, Stormwater Utility Director and Deputy Executive Director. During his time with the District, innovative programs were initiated to reuse treated wastewater for irrigation, use small pump stations at individual homes to provide regional sewer service where conventional sewers would not be feasible, and was a founding Board member of Friends of the Loxahatchee River and served on that Board for nearly 20 years. Mr. Yerkes was also instrumental in bringing Busch Wildlife Sanctuary to the District property.

Mr. Yerkes has served on various Homeowner Association Boards, School Advisory Committees, and has been a member of various Environmental, Engineering & Water Industry professional associations.

District 2 includes Egret Landing and much of the Abacoa development, however, Mr. Yerkes is available to hear from any of the District’s constituents by USPS:
